The individual made an improper turn and was pulled over by police, who removed him from the vehicle and used a drug dog to sniff the vehicle. He claimed that he was unlawfully seized in violation of his Fourth Amendment rights through a stop without probable cause and through an unlawfully prolonged traffic stop. The court held that the individual could not plausibly state an unlawful seizure claim based on the theory that the officers lacked reasonable suspicion or probable cause to initiate the traffic stop. However, the court also held that the individual has alleged a plausible unlawful seizure claim as to all four officers on the grounds that the traffic stop was unlawfully prolonged.
